HSE Officer - Puro, Aroroy Masbate

Main Responsibilities & Accountabilities:

 

Health and Safety (HSE):
1. Compliance and Implementation: Ensure plant compliance with legal obligations related to Health and Safety regulations by implementing HSE policy, organization, and procedures.
2. Support and Ownership: Support the Plant HSE Committee and Customer Safety Manager in taking ownership of HSE Management.
3. Staff Planning: Plan and appoint staff for carrying out HSE functions.
4. Work Permits: Authorize work permits after ensuring clearance for hazardous work, electrical isolations, etc.
5. Incident Investigation: Receive and investigate reports of accidents, dangerous occurrences, and fire damage; determine causes and recommend preventive actions. Maintain a system for recording, reporting, and investigating injuries, accidents, and dangerous occurrences.
6. Training: Identify training needs and conduct Health & Safety related trainings at the plant.
7. Fire Safety: Ensure that fire arrangements are properly maintained and that fire drills are carried out at the plant.
8. Internal Audits: Prepare and coordinate internal HSE audits at the plant.

Quality Assurance:
9. Quality Activities Coordination: Assist in coordinating quality activities, such as tracking quality metrics, assisting with quality audits, and providing administrative support to the quality team.
10. Standards Monitoring: Monitor and maintain quality standards in products and processes, ensuring compliance with internal and external regulations.
11. Documentation: Assist in the development and updating of quality assurance documentation, including procedures, manuals, and records.
12. Audits and Inspections: Assist in quality control audits, inspections, and tests.
13. Program Implementation: Support the implementation of quality assurance programs and initiatives, aligning them with organizational objectives.
14. Cross-Functional Liaison: Liaise with other functions to ensure quality requirements are understood and met throughout the product lifecycle. Coordinate with team members to identify and address quality-related issues, facilitating continuous improvement.

 

Job Specifications:

  • Education: Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Experience: Minimum of 3-5 years of experience in HSE and Quality Assurance roles with Power Plant background, preferably with PME license.
  • Skills: Strong knowledge of HSE regulations and quality standards, excellent analytical and problem-solving skills, effective communication and training abilities, proficiency in HSE and quality management systems.
